Sapphos Environmental, Inc. guides clients through the intricate process of complying with federal and state environmental regulations. The firm works with clients from the inception to the completion of their project to meet all National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA) requirements by addressing issues such as, but not limited to, environmental compliance documentation, regulatory permitting, and hazardous materials. In addition, Sapphos Environmental, Inc. creates and implements construction monitoring programs to help ensure compliance with regulatory agency regulations. This is accomplished by independently analyzing the regulatory constraints and developing the most cost-effective approach within applicable regulations. Sapphos Environmental, Inc. has prepared hundreds of environmental compliance documents pursuant to NEPA and CEQA in support of public and private infrastructure and community development projects throughout the southwestern United States.
The legal defensibility of NEPA and CEQA documentation is directly attributable to the quality of the substantial evidence compiled in the preparation of these documents, the emphasis placed on public outreach and participation, and the development of an administrative record that demonstrates the technical and procedural adequacy of the environmental process undertaken by the Lead Agency. The policy of providing clients with comprehensive consultation and documentation to protect against legal challenges has resulted in only 11 instances of legal challenges out of the hundreds of environmental documents prepared; each of these documents successfully withstood all legal challenges.
Public participation is a fundamental component of the CEQA review process. Sapphos Environmental, Inc. understands the importance of community involvement in the decision-making process, particularly for high-profile and community-sensitive projects. Sapphos Environmental, Inc. has developed a public outreach format that facilitates public understanding of the CEQA process, encourages public participation, and ensures the community’s role as a stakeholder. Outreach methods include multilingual mailings, on-site and off-site postings, and public meetings to ensure adequate public education and comment.
