Small Business Commitment

Sapphos Environmental, Inc. (SEI) shares the California High-Speed Rail Authority’s (Authority) goal to ensure equity and inclusion in the construction of the California High-Speed Rail (HSR) Project. The Sapphos Environmental’s Small Business (SB) Alliance Partners Program develops and empowers historically underutilized business, including those owned by women, people of color and veterans. As a small business firm, Sapphos Environmental understands the importance of creating equity for other small businesses. This small business participation commitment also acknowledges budget requirements for state and federally funded projects. The Authority and other State of California agencies adhere to the established 25 percent SB goal on state portion of the contract, which is inclusive and includes the following classifications: 


  1. Small Business (SB)
  2. Disadvantaged Business Enterprise (DBE)
  3. Disabled Veteran Business Enterprise (DVBE) 
  4. Microbusiness (MB)


Within the 25 percent SB goal, 3 percent of the budget is allocated to MBs, and another 3 percent to meet the DVBE goal (as certified through the California DGS). Sapphos Environmental is committed to meeting and exceeding these goals by fostering relationships with small business participation in future state contracts and for the current California High-Speed Rail Property Management Compliance Servies (PMES) contract. The subconsultants below have been identified by Sapphos Environmental to complete work on PMES contract:
